You need to buy a lamp rewiring kit from your local hardware or home improvement store. The rust on the metal can be removed with some steel wool and the wood can be refinished or painted.
You can get a kit for new wiring at big box or hardware stores. The wood could be painted and distressed easily with chalk paint. Paint the metal with RustOleum Hammered Paint. To prep for painting, I use fine steel wool to scuff all surfaces and then denatured alcohol to clean. The rust should come off with the steel wool. You don't have to fully remove, just enough to make it smooth to paint. RustOleum has a rust inhibitor and you should be fine. Frost the glass underneath or just clean it up.
Yes. A lamp kit with an extra long cord. If there's a hole in the wooden bottom for the wire to exit, get one with the wire going through the socket instead of out the side. Then run the wire through the metal tube & out the bottom. Be sure to follow the instructions that come with the kit. That tape job is just plain unsafe and scary.
Yep a lamp kit to rewire the lamp will get you started in the right direction! Steel wool will take the rust off and you can repaint with a brand such as Rustoleum so it will last. The wood base can also be painted. You could also consider painting the bottom side of that glass - the new mirror look paints look pretty cool on glass.
Somebody did a poor job rewiring it. You don't need a lamp kit. Just a long cord. The pole is hollow and the screw part on the socket is hollow. Pop off the top part of the socket and pull it out a little. Disconnect the wires from the socket. Discard the wire. Now feed the new wire up the shaft from the bottom of the base to the top. Sometimes feeding the wire from the top to the bottom can be easier. Connect the wires to the socket and pop it back on. Gently pull the wire at the base to make it taut. Install a new plug and your all set. Some basic instructions here.

I would do what William said to rewire the lamp. It is not hard I have done it a couple of times. Then I would get a good spray paint and spray it a color that matches your decor. The lamp is really cool. I like it.
A good cleaning, rewiring and some spray paint will update your lamp
I would clean it first, before painting or rewiring. I usually buy a kit for rewiring. A new lampshade can make a huge difference on a lamp, too. Good luck!

Good news is that Home Depot has lamp cord, sold by the foot. Just bring a piece of what you have with you, so you have the right gauge.

'Don't know if you have a shade yet for the lamp, but you can purchase replacement harps in various heights. Sometimes just raising and lowering the shade can achange the look of a floor lamp.
You can rewire, we do it all the time. And I would be tempted to decoupage some pretty napkins on the glass table area.

Rewire the lamp. You can also spray paint the gold and wood on the lamp to update the look.
