It depends on what type of paint you are using. You may need to sand down a bit and use a primer if using regular latex paint. If you are using chalk paint or milk paint, you can just go ahead and paint at this point, because those types of paint require no prep or sanding.
I would use chalk paint, and you can make your own. Mix one-third cup of plaster of Paris with one-third cup of water. Then add one cup of the paint of your choice. No primer is needed.
Use chalk paint in an antique blue color. You don't need a base - just wash the chair first then paint - can even paint upholstery if necessary.
I would also suggest Chalk Paint. No stripping or priming needed. Here is the recipe I use...
CHALK PAINT
Mix 5 tablespoons of Plaster of Paris and 2 tablespoons of water. Mix well. Add to 2 cups of paint.
Apply light coats, sanding after each application. Top with a wax or polyacrylic.
Also...I buy the sample paints from Menards because they are under $3. Divide the plaster and water in half and it's just right for one of the samples.
Highly recommend chalk paint for minimal prep!
