Chalk, but use a wax sealant, 3 coats or oil based cabinet paint. :D good luck.
I use a kitchen and bath paint in a semi-gloss for a good washable surface, 2 coats.
I'd use a poured epoxy resin instead of paint for the top and a quality oil based cabinet paint for the base. You could abuse that table for decades to come with those finishes!
