You don’t necessarily need to sand them before painting. Just scuff up the finish so the paint will adhere better. Then you can use whatever paint you like. I would probably put some type of top coat over the paint be kitchen cabinets get a lot of use.
No! Please don't use chalk paint for kitchen. You will regret it. It is not durable, you cannot scrub it. There is a product that's is basically liquid sand paper. Easy to use + no dust
