Sharpie oil paint markers will work. You get a more solid visible line over plastic and paint.. For painting the acryilic, use any craft paint made for plastic, but any paint should work. You don't need to seal (varnish) before painting or signing. To seal after signing, you can use a water based spray polyurethane. Any solvent based paint, finish will melt and disfigure the acrylic.

I think this might be what you're looking for.
Krylon makes cans of spray paint for plastic. I would use that instead of acrylic. They have black chalk paint in the spray cans or pastels. You can use white opaque pens or sharpies depending on what color you paint the chair to write with.

Sorry the Sharpie Markers,even the "permanent" ones are not wash proof.You will have to seal the color,signatures,and such with liquid plastic!
I agree with Sophia about painting this versatile chair. I would make fabric cushions - the one for the back could slip over so as not to damage the chair's orginal surface. This chair with fabric cushions can be changed to grow with her daughter!
if she is wants to keep the autographs I would cover he chair with cloth and the material can be framed or put into a scrap book or a scrap book cover from the celebration. A chair is a large memory to tote around
