I’ve had good results with Rustoleum products in metals.
Scrub really well with coarse steel wool pads. Rinse. Let dry for a day or so. If rusted sand lightly. On areas that it is rusted use spray paint primer for outside use. Then spray paint with good quality spray paint for outside use. Like Rustoleum. I prefer gloss. Plan to do mine in black gloss. Waiting for rain to stop. Use an old plastic shower curtain liner to protect the surface of the ground form the paint. Use sweeping action to apply. Do 2 coats. Start at underside first, then turn over to the good side.
