I would sand it first and then after sanding use a tack cloth to remove all of the dust, then you can spray paint it easily.
If your rocking chair is just wood and not previously painted, just sand lightly, clean off and give it a couple coats of paint. This old rocker I also reupholstered and even doing that was not too much of a job. I would recommend using a good quality oil based paint in either semi-gloss or high gloss.
You can buy spray chalk paint. Rustoleum makes a brand called Rustoleum "Chalked" paint. You need to buy the Rustoleum "Chalked" clear sealer with this paint or you can wax over it. It gives you a nice smooth matte finish. I use Annie Sloan clear wax over this paint successfully but NOT any other kind of clear sealer--you DO need to use the Rustoleum clear sealer that goes with this line of spray paint. I noticed a new brand of spray chalk paint yesterday at the store made by Kilz. It is on my list to try! Rustoleum has a new line of "Ultra Matte Finish" 2x available. That would not need a clear finish unless you are keeping your rocking chair outside in the sun and weather. If so--then I would use a spar clear finish to protect it from the weather. Keep in mind that chalk paint followed up by a wax does NOT do well outside. Chalk paint sealed with a clear poly finish will do OK in a covered outdoor area but not out in the constant sun and wet weather. If you are using chalk paint you would only need to do some minimal prep. A light sanding to dull down an shine, a good cleaning and you should be good to go!
I used RustOleum enamel paint and it has produced a beautiful and durable finish for our outside rocker. You do have to prime and then paint. It's a job that requires patience but is worth it.
