Give the interior a good vacuum and wipe down with a tack cloth or microfiber damp towel. You don’t want to seal cedar!
Exterior is up to you. Paint or stain, as suit your style. Interesting graining.
Get new pulls that make a statement, since the cabinet is understated.

I like it a lot. For me, I'd sand, restain, then polyurethane it. Some like painted furniture. Looks like you could use it in an office setting, a craft room, even an addition in a master bathroom for storage. Best of luck.

I would sand the cedar if you like the smell. I would paint the exterior, and then I would use it for a great sewing supply cabinet. What a great find! Sand, clean and the finish you like for the outside. I wouldn't paint over any of the cedar. I love European bar handles and they would look great on this piece.

I have used Formby's for restoring furniture. It is labor intensive, but if I can get a good finish our of an old antique, then you can too.

The graining is interesting. Might be nice to use the "stripe" as the focal point when u do the finish
