I might paint the metal but not the wood
I would probably use chalk paint for it, but if I left it unpainted, I'd use Restor-A-Finish to bring back son shine to it.
Looking at the furniture behind it, I would just clean it up, as it goes well with the other furniture.
I have one exactly like it. I sue it as a printer stand. I cleaned it up and oiled rhe wood. It is useful as table/cart for extra tale space. Both inside and outside
If it's actually wood, give it a light sanding, stain and refinish treatment. If it isn't real wood, a light sanding and a couple of coats of paint with primer. You can remove the legs and spray paint them if you like. There are some nice Rust-O-Leum sprays out there that are fabulous (even powder coat!). If the wheels bother you, drop a table cloth over it so it blends in with your living room.
I live the look of wood and paint. I would refinish the top with sanding, staining, and sealing. Spray paint the base black.
