Do you want to paint it? Easy Peary! The secret to anything you do is to make sure yousand the old finish well. Use three different grades of sandpaper, starting with the largest, than medium, and finally a very fine grade. Try to always sand in the same direction. Then you can either restrain, or paint. I love chalk paint with no primer involved. It f you don't like the finished product, which is a real matte chalky look, cover it with a water based satin wood finish. The water based product, she Milan to a varnish. Will never yellow and holds up as well as varnish. Easy clean up with soap and water
First you will need to use a stripper to get off the finish that is on there already. Citri-Strip Paint and Varnish Stripping Gel is a nice product that has an orange scent to it. Be sure to wear gloves. Then once it's stripped you want to wash it down well and sand all surfaces. Then wipe clean w/a tack cloth to get rid of any sanding residue. Now you can either stain the table/chairs or paint them. If you are going the painting route you can probably skip the stripping of the old varnish. But make sure you still sand it well before you paint.
If you do decide to use chalk paint, you really don't need to sand at all. Just clean it. If there are any uneven spots, those you can sand, but otherwise, just clean and paint. If you want to use latex, I have heard some good primers are Zilssan 123 and Rustoleum Transitions.
