Before you paint, clean the cabinets really well to get rid of grease. Then lightly sand and use a bonding, stain hiding primer. Kilz or BIN 123. Use a good acrylic latex from Sherwin Williams, Benjamin Moore and Now Behr makes one. Use a spray painter if you do not want brush marks. Use a mohair roller on the cabinets. No sealing is necessary with any of these paints.

I have a few posts with two different types of paints. I've used an Ace hardware cabinet paint and a milk paint. They both worked well. https://repurposeandupcycle.com/painting-laminate-cabinets-with-no-prep-work/

Do the prep, clean, decrease, remove hardware, sand. Prime with oil based primer, lightly sand again, paint 2 coats of finish oil based paint. Latex tends to peel and not hold up as good as oil.

I've heard great things from the pros about using STIX or BIN Primer. And then using Benjamin Moore Advance or Sherwin Williams Emerald Urethane Trim Enamel.
