Lightly sand, prime, then paint

I would prime it well and then you could paint over it in any color. However, it just might take several coats.
I have found it useful to get the primer tinted the approx. same color as the paint but you will still need 2 coats of primer most likely. Be patient as it will look better with every coat. Let us see the finished piece and good luck!!!
Chalk paint
Primer would be your best friend!
There is a paint called Allinone it's expensive 49.00 a qt but you don't need to remove paint no sanding no paint remover you could put this over anything.
If you consider using an oil based paint you can put that over just about anything with no worries about it covering well or ever coming off.
Depending on the material, but in general scuff with steel wool, wipe down with alcohol or TSP, then prime and paint.
Clean, sand, prime and paint.
prime it first then paint it the color you want
Here is a project I did painting over a black armoire. It still looks great after 4 years: https://celebrateanddecorate.com/milk-paint-furniture-upcycle/
Depends on the paint finish. Enamel will cover most other paints. If it is glossy and you are using latex you need to sand to give the paint something to 'grip' onto. If using chalk paint you can use two coats on most surfaces with little prep other than washing clean then painting unless it is glossy. Then you will have to sand glossy surface for most other paint to stick. If in doubt give light sanding then wipe clean and paint.
I'd give it a light sanding, prime it then paint it. Are you painting over existing paint or is the cabinet a laminate type? If it's the latter, make sure to get the appropriate primer.
Sand lightly and then use a primer so the paint will have something to stick to. Use 2 coats of primer close to the color you'll be painting with and then paint.

You'll need an excellent primer and I'd use two coats. Then add the color of your choice, but again, you may need 2-3 coats because anything lighter than black will need extra coats.
Hello. Using a good primer with preparation efforts would be a suggestion.
Lightly sand, prime and then paint. Since a curio is a small piece of furniture I would get a good spray paint so you do not have brush marks.
