Yes I painted mine several years ago.
The paint will need to stick to the plastic so you need to take some sand paper and lightly scuff up the surface.
I didn't use a primer (really should have) and used cheap spray paint from WalMart.
The key seems to be many very light coats so there are no runs.
To keep the paint from chipping a sealer was needed (yeap this is where my cheapness got me into trouble) as I ended up spraying a sealer over them all anyway.
Yes, I pressure wash mine then scuff with fine steel wool, cleaned with denatured alcohol, and used Krylon spray paint for plastic. It was about 6 years ago and except for a place where one was scraped, they still look like the day I painted them.
You can paint your plastic chairs, pressure wash to remove any dirt, then scuff them up with steel wool so the primer will adhere and then wipe them down. There are some good spray products out there for plastic and that is what you'd need. Spray the paint on in thin layers to prevent drips and runs, let dry between coats.

Sure, just look for a spray paint that's for plastics. Make sure the chairs are super clean before spraying.
