Yes you can.
It's been my experience no..... it repelled the water base paint. You need to put kilz primer on. Then your water base paint.
The fact of the matter is, is if you don't know what kind of paint is already on the wall paint with an oil based primer, then you can paint with either an oil based paint OR a water based paint.

No. You can paint oil based over water based. But, water based over oil based will chip off.
