You can use paint that is formulated for glass. It's available at your local craft store or Amazon.

Glass paint should do it - but I don't think it's food safe. These painted wine glasses will likely just be decorative.

You can enamel craft paint.
As far as "how", you can do words, dots, stripes, or images if you ware talented enough.
DecoArt has a whole line of paint just for glass. Check it out at your local craft store.

Be sure to wash the glasses by hand after use.

In my case I painted a white background first then the blue flower on top. Itโs have a nice clean background ( rear view) as well as support the flower true color and prevent streaky look. I painted mine in waves painting one single color at a time which allowed the paint to dry and cure -this system worked very well for me

I would use a small stencil with an adhesive and glass paint sold at the craft store to decorate it.
I would use glass paint that is specially made for glass. You may want to seal it with a clear glass sealer when you're finished.
Dip it into paint! I assume you don't want to drink from it again! You could use a Glass Paint though.
