As far as "how", you can do words, dots, stripes, or images if you ware talented enough.

In my case I painted a white background first then the blue flower on top. It’s have a nice clean background ( rear view) as well as support the flower true color and prevent streaky look. I painted mine in waves painting one single color at a time which allowed the paint to dry and cure -this system worked very well for me

I would use a small stencil with an adhesive and glass paint sold at the craft store to decorate it.

1. ash the glasses and let them dry. ...
2. Layer a couple strips of blue tape on wax paper until it's wider than your heart cookie cutter. ...
3. Paint with the acrylic enamels. ...
4. Let the paint set and remove the blue tape.

I would use glass paint that is specially made for glass. You may want to seal it with a clear glass sealer when you're finished.

Dip it into paint! I assume you don't want to drink from it again! You could use a Glass Paint though.
