Hello yes. We have many painted paneled walls, our previous owners install paneling over our cedar log walls to have a room brightening feature. It is an excellent way to transform existing walls.
Our paneling grooves are not filled and I feel its a huge improvement.

You may need to degloss. After that, clean with TSP. Prime with a good sealing primer that will cover any knots to prevent bleeding, I prefer Kilz Original. Then 2 coats of a good paint.
I did this in 1995 to my daughter's room and it still look great.

If the paneling has grooves you can fill them with drywall patching compound. Just put on enough to fill the grooves with a putty knife. Let it dry overnight. Next day use a damp sponge and go over the patch to smooth it out. Prime with a good stain blocking prime like Zinsser 123 or BIN. Then paint like painting regular walls.

Make sure the paneling is clean and dry. Prime with a good stain blocking primer like Kilz. Then paint like painting regular walls. Acrylic latex paint will work. If the paneling has grooves you can fill them with non shrink drywall patching compound. Just put on enough to fill the grooves. Let it dry overnight. Next day use a damp sponge to smooth the patch. Then prime and paint.

You could try painting the paneling with chalk paint. Chalk paint doesn't require a lot of sanding before using. But I would clean the walls and lightly sand before panting. I used chalk paint to paint a very old oak standing jewelry chest, and it came out great. Prime with a good primer
We've done it and it looks fabulous and has held up well. It's all about a good primer. I'd ask at the shop for one that's recommended for your paneling.
