I've used a paint remover that softened the rattan and stopped using it

If you are talking about a little spilled paint, I would attempt to remove the paint by working on one piece of painted rattan at a time.

I would try one of those cardboard nail files so that you can control where the sand paper is touching. One of those brass wire brushes could be helpful as well.

Maybe even try paint or nail polish remover on a Q tip to just do small areas with out soaking the rattan, and then use the brass brush.

There are companies that strip such items both ecologically and relatively economically. I strongly recommend using them if your piece is one you care to preserve.

stripping wicker is very difficult. If it is chipping and flaking use a wire brush or power wash it to remove loose paint. If you are looking to restore it to its natural color you will need to paint it as close to it's natural state as possible.
