Painting over wallpaper can look really bad. ... If you have long edges of wallpaper unrolling or air bubbles beneath the surface, you will be better off removing it completely. I would dissuade you from attempting this.
Although you may be tempted, perhaps believing that it is a 'quick' way to get rid of an undesirable wallpaper pattern, in the longer run, what you will still have will be unattractive wallpaper that has been painted over.
There is no substitute to removing the wallpaper first of all.

Add a primer first, or adding a few costs will hide the print.
Paper that's loose, ripped or has holes should always be removed before painting, as these are signs that the paper is beginning to fail. By painting over it, you're investing effort and money into a project that won't last.
Finally, consider your future plans for the space. Wallpaper that has been painted over is notoriously difficult to remove. While it can be removed with a lot of extra effort, you will likely remove sections of drywall or plaster with the paper. If you plan to stay in your current home for a long time, you'll be better off in the long run if you simply remove the paper now instead of creating problems for yourself down the road.

For best results remove the wall paper and patch up the drywall/plaster if needed.
If you still choose to paint over paper. Be aware that wall paper removal is done adding some wetness to it to remove it. Paint is wet and you stand a chance of starting a bigger problem by applying paint and letting it bond and dry. and the paper pulling away from the wall.The seams may begin to loosen and the corners curl up.

For best looking results you really want to strip the wallpaper off. Or wallpaper over it.
Hi Ania, I would not recommend painting over wall paper. You may not end up with the result you want. Since paint is wet, applying it may cause the wall paper edges to raise. Even if that doesn't happen the seams of the wallpaper are sure to show throgh the paint. The paint (depeding on coverage) may hide the colors printed on wallpaper but the vertical seams will certainly show through. Painting will make the removal of the wallpaper more time consuming if and when a person decides to remove it.
use Kilz or a primer then paint it be sure the seams are not buckled or raising up as well

Make sure the wallpaper seams are glued down well and not lifting anywhere. Check also where picture nails have been removed, then repair using Elmers household glue and/or spackle. If the wallpaper is dark, prime it and then paint. Priming is not always necessary if you use a high quality paint with primer combined and if the wallpaper is light colored and smooth. I've painted over wallpaper many times with great results (the latest was a guest bathroom with paper that was black with bold flowers...and it looks great. Good luck!
Our house is very old and the wallpaper has been painted over many times. You'd never know. I wouldn't recommend doing it in a bathroom due to steam and seams lifting. However, I would speak to someone at a local paint store and ask them what they suggest. You'll need a good primer and they may have some tips for addressing seams.
I used to do wallpaper removal, and I would not paint wallpaper, it can bubble, and then its 3x as hard to remove..... hence I used to charge at least three times as much to remove it.

You can paint with primer like Kilz but you run the risk of the seams showing and the wall paper peeling. I personally would strip the paper. Yes it is work but in the long run you won't be sorry you did the job right.
I would not recommend it. Priming over it will allow you to hide the print but it will be very difficult to remove later and if any edges begin to loosen, it will be a horrible mess.
The best way is to remove the wallpaper. If you paint over it, it could buckle, peel, or bubble doubling your work load. Plus you won’t be able to hide the seams.
