Ceramic tile? Saltillo tile? Porcelain tile?
Flooring or walls?
Saltillo can be easily stained/dyed with masonry:concretestain/dye, after cleaning with a light muriatic acid solution.
You'll need long gloves, old clothes, scrub brushes & lots of water.
Glazed tile will be very hard to get a paint to last. There are industrial epoxy paints w/ binding primers you can buy at full line pro paints stores. Follow their directions to a T.
If you freezing weather and hot summers, it will eventually peel.

Hi Reta! I can tell you how to paint tile floor with Dixie Belle Chalk Mineral Paint! It will hold up outdoors as well! :)
It is super easy to paint with Dixie Belle:
Step one: Clean with White Lightning
Step two: Use Slick Stick so the paint will adhere to the slippery surface.
Step three: Paint one to two coats of Dixie Belle Chalk Mineral Paint
Step four: Use Gator Hide for a water-resistant finish.
