Prime 1st with oil-based kilz or any oil-based primer. Then you can paint using latex paint. Works like a charm.
Prime with Kilz or Zinsser and it will be fine to use water-based paint over the oil based paint you have.
You will need to sand very well
You can paint latex over oil but not oil over latex. Clean well and go nuts!

Scuff with fine sandpaper or steel wool. Clean with TSP, prime with a binding primer designed for oil to latex. Then you are ready to paint.
