Paint stripper and a metal brush. And a lot of elbow grease.
Use Citristrip a safe non toxic paint remover
sand blast it. Look in yellow pages, sure will save a lot of hard, frustrating work.
may need to be sand blasted to clean up that mess!
Try a heat gun, be careful and good luck
Wire brush in an electric drill. Wear mask and eye protection.

When you repaint use a sprayer or spray paint. Using a brush will leave drips and obscure the details.
