Perhaps CitriStrip or sanding?
Lattice is very rough wood and it might be almost impossible to remove it. Could you just paint over the top of it? If you want it a natural shade, pick out a color of paint that matches the natural wood.
If it's latex paint try hand sanitizer and an old toothbrush
Citristrip is the safest non-toxic remover,however it may be in your best interest to use a exterior primer and re-paint it with exterior paint

That sounds like a lot of work. It may be easier to replace the lattice.
