Prep is key to painting any kind of kitchen cabinets, but especially if the surface is shiny such as laminate.
The first step is taking the hinges, hardware, and doors off. Then, you'll to clean the doors, cabinet frames, and drawer fronts with a degreaser like TSP.
Next, you'll lightly sand the surface to give the paint something to grip to. Wipe everything down again.
Then, you'll use a primer. They make special "gripper primers" for difficult surfaces. After that dries, you can paint. It'll take 2-3 coats.
The paint needs time to cure before putting the cabinet doors back up.
Using foam rollers really helps to get a smooth finish.

If you are whitewashing you still need to do the prep but you usually don't prime since the purpose of whitewashing is to allow some of the original background to show thru. Just thin whatever paint you are using and brush on and lightly Wipe off. I prefer using oil based paint for whitewashing. Grips better to old surface and easier to control the heaviness of paint with paint thinner.

Pam: I've had good luck painting my laminate cabinets.
Remove doors (label where they go) Take off hinges... painting over them looks like an amateur job! Clean. Then a coat of good primer. Then: two coats of GOOD latex paint!
Treat the cabinets gently for about a month --- to allow the paint to cure.
