i use warm water in a spray bottle, they also have wallpaper stripper. I also use a plastic spatula to scrape the softened paper off.

Try spraying on a diluted solution of fabric softener, wiping it into the wall with a cloth and letting it set and then try peeling. I have heard this works well for some people. I used vinegar and water for my basement, but I don't think my situation was the same as yours. But the idea is mainly to get the wallpaper really wet and rubbed in to activate the wallpaper glue.

soak and scrub. it might just mush into pulp once it gets saturated. use an absorbent drop cloth along the wall where you're spraying for an easier clean up

The more water the better. Take a razor knife and make slits in wallpaper all the way around. use a pump sprayer with warm water & vinager. Spray wall down. Wait 15 minutes, spray again. Water and wait. Start at bottom and see if the paper starts to come off, if not spray again and wait. The more water and wait time are the trick. If you start to pull off and you only get small pieces stop. You will go crazy with how messy and slowly it comes off. But, if you have patience then you might be rewarded with removing entire sheets of wallpaper off at a time.

Do only one wall at a time. once removed you will need to wash walls down to remove old glu. Good luck.

I used Windex. Scored the walls with a steel chore boy, sprayed down the wall with Windex and voila' the wallpaper peeled right off (so did the glue) Don't know how careful you would have to be with Pine wood panels though.
