Is this stained glass like a stained glass window or is it glass that has paint stains? If it's glass with paint stains, you should be able to scrape it off with a razor blade. Bring the glass to room temperature and lay it on a flat surface. You could try wetting it with some layers of paper towel and white vinegar and then gently scrape with a blade. Could be quite time consuming but I've done this before to restore vintage frames and glass and it's worked well for me.

@MN Mom It is painted on with stain glass paint. I guess I will have to wait until summer and warm weather. Thanks for help!

If it is Plaid Glass Paint, it can be heated with a hair dryer and removed once it has warmed up. Try using a razor blade.

If you can get good ventilation in the room, try oven cleaner! Namebrands generally don't work, I'm talking about the cheapest dollar store oven cleaner you can get your hands on. Leave it on until it's just about dry and you should be able to scrape it off with a plastic scraper. Rinse with plenty of water and your windows should be ready to go. Good luck

This is on a door with wood outlining the panes. Will it do something to the wood?

It will remove any paint and stain so you should protect the wood before spraying the oven cleaner.
