Laminate is a bit tricky to get paint to "stick" so I would scuff with fine steel wool and clean before painting. Even though chalked paint is supposed to be a no prep, better safe than sorry.
Hi! I would scrub it first to get any residue off. Then, lightly scuff. You can use sandpaper, a sanding sponge, steel wool etc. I would prime it first so you get good adhesion. Good luck!
Here is an alternative idea- non chalk paint that I find exciting and interesting for your consideration. I hope this helps.

Hi Kara, hope this helps you paint the laminate with chalk paint. You CAN skip priming with laminate furniture when using chalk paint! If you are painting white, or another very light color, over a dark laminate then you'll likely need to do three coats of paint. So- sand, then paint two to three coats of chalk paint, then seal with a top coat of wax or polyurethane.Aug 23, 2019

Hi Kara, if you are using Annie Sloan Chalk paint, you should have no problems with it sticking to laminate. Give it a good clean, a light sand and paint away. Remember that Annie Sloan has no latex or acrylic so it will need a top coat to protect it. You can use wax or a clear coat. If you are using one of the Annie Sloan whites though wax is recommended as the others tend to yellow it over time (even the water based clear coats). Hope that helps!
