You can add glitter to paint, just be sure to mix it well and not to let it fall to the bottom
I would just try dry brushing the gold craft paint on without watering it down. Some gold craft paint is quite translucent so you could get the effect you want by dry brushing. Pour some paint on a paper plate, dip your brush into the paint, and then swipe the brush onto dry paper towels a few times to remove the excess paint and then brush haphazardly on your wall.
Paint stores sell a product to paint on top of your wall paint. I purchased a product several years ago and did this to a bathroom wall.
