Chalk paint is very popular these days. It looks great and covers blemishes. I suggesting finishing it off with a coat of wax it's made especially for chalk painted furniture.
What is the look you are trying to achieve and your decorating style
Most any home maintenance store carries chalk paint these days. I think they even have it at Walmart. They can mix it to whatever color you want. I'd love to hear how your project turned out. Here is an example from a fellow Hometalker:

Does it have to be painted? can't you strip it and stain it if it has a good wood under the paint.Otherwise you will still need to strip of sand real good.then chose your paint but put a primer on first so the paint will stay on.
Chalky would be good but then im not sure if painting it matte would look better.
Sand it down and start over - sorry.
