Any suggest on how to remove this paint and fix the appearance

could Scrape it off or Burn it off or take it off with chemicals or leave it to wear off. Could try Staining it next time rather than paint. Could over board? or lay Slabs on top!
It will need to be either sand blastered or scrubbed did you use a cement paint?
Use a paint remover first, repaint with exterior concrete paint
Pressure washer will pretty much do the job. Then wire brush what's left over. Concrete is very porous and you really need to use paint with sealer to make it stick use one made for concrete.
