I would return the paint. Latex paint should not run down a wall.
I used a new can a couple of days ago, and it was like pudding at the bottom of the can. Not Rustoleum, but maybe your paint needed to be stirred/shaken more than you thought - mine sure did!
Can't thicken it. Did you stir it good enough. Paint solids tend to settle on the bottom of the container. You need to stir it well to get the solids to mix. Even newly mixed paint from the store will start to settle within 24 hours. A sweeping motion from the bottom of the container to the top will mix everything together and should start to thicken.
They will put a can of paint into the paint shaker even if you don't add color to it. It's easier than trying to stir it if it is really separated.
I don't know if you have time for it, but I've found leaving it in the garage for a few years thickens it up nicely! Maybe if you leave it open at a time when you can stir it frequently it will dry out a little. When I have to buy new paint, I miss how thick the old stuff in the garage is.
I have never been disappointed with Rustoleum call the company, they will tell you what to do with the paint.
Still thin after stirring I would return the paint where you bought it. Could have been a bad batch from the manufacturer.
