I was painting rocks and Christmas glass ball ornaments more than 30 years ago and the paint is still intact. For permanent paint application the model testors works fabulously and will last decades.
Multipurpose and enamel craft acrylics can be used too, easier being water based may need to be sealed. Any small art brush can be used, smallest ones for the finest details.
If you use the water based acrylic—Additionally you can use a pencil eraser and wooden dowels to paint patterns like these in a stamp like fashion. Practice on paper first.
I also used precision paint applicatior bottles for the smallest dots filled with the white acrylic. Great for dot project.ps.

Craft paints work well. Just be sure to seal them with a clear coat if you'll put them outside. http://www.toworkwithmyhands.com/2017/08/join-kindness-rocks-project.html
