I just painted my basement walls that had oil paint. I had tried before to paint over oil with latex but if course found it does peel off in places. So, I went to Home Depot and they sold me a primer for 'latex on oil'(instead of sanding the oil)
They told me that once this certain 'primer' is applied you have a week to repaint to have the full paint adhesion.
So far, it works!
Apparently no primer needed with oil over latex. : )
This type of primer is called a 'bonding primer'. I am dealing with the same issue where latex was painted over oil and was not primed.
Latex paint is water based , oil paint is just that oil based. When dry oil based paint is impermeable that is why latex paint does not bond to it . You can paint oil over latex but without a bonding primer you cannot paint latex over oil based paint.
