When I tried it, I didn't do a primer and the line of the border edge showed on the wall.
ou will still see the lines of the border. You could skim over the edges of the border with drywall compound a couple of times and then sand it before you paint. It would be just as easy to remove it. Good luck.
You have to do it in a contrast to the rest of the walls or decorate a pattern on top,
would probably put Kilz over it first
My suggestion in answer to your question is to read through some of the questions from other Hometalkers about the problems they have experienced trying to 'fix the mess' or remove wallpaper border that has been painted over.
If you don't like the border, and want painted walls, approach the project correctly and remove the border entirely first before painting.

Did u prime it first?
Use a mixture of fabric softener and water to remove your border. If you can pull any of it off and get to the paper underneath--you can then begin to soak this paper with your solution and start peeling it off. If your wall was painted and sized the right way before the border was applied it should come right off. If not--you will have to work harder to get it off.
