If someone painted walks with sand paint, you can paint over it but you might have to use a deep nap roller to get good coverage. You may also see some of the texture through the new paint.

Sand paint is used to hide imperfections on walls and ceilings or make horizontal surfaces slip resistant. You can paint right over it. Use a good stain blocking primer with a 1/2" nap roller. You need the thicker nap to cover the texture. Then paint with your color. Some of the texture will show.
I agree with Mary! If your looking for a smooth finish it will need to be removed.
