Hi Mary, I've had good luck with Rustoleum brand hand-rubbed bronze. Two to three LIGHT coats rather than one thick spray. Allow to dry a bit in between coats. You'll be pleased! Or you can use another color of your choice.
I would use a spray paint that is made for metal, like Rustoleum. You will need to prep it by lightly sanding. Spray it in thin coats, following the paints directions for time between coats, this will lessen the possibility of having runs on the towel rack. Rustoleum has many colors, finishes, even metallic if you want to go that way. You will have a new looking towel rack in no time, Mary!
We paint metal often. We used Krylon or Rustoleum. As long as it says for metal on the can, you should be good. I choose based on which brand has the color I like. Then I sand and spray.
Rustoleum. be sure to get the formula for metal.
