use a pump spray with 3 cups of bleach and water and dawn dish detergent .Do it on a damp or cloudy day .Wet deck first and then spray it and let it sit for a half hour or more and then hose it off .

First use a power washer and deck cleaning wash to clean it up nice. Scrub with brush if necessary. Then apply some deck/wood sealer. Shines up nice and makes the wood last longer. We used to do it once per year and it kept it looking so nice and pristine!

I rent a power washer from Home Depot or Lowe's and go after it with that. It usually takes away the chipped paint and cleans up all the dirt and gunk left behind. Then you can restain it. Or use a product for pulling up the paint first.

So what I would say is if you could just get a power washer and just clean everything out, that would really help. Then you can stain it a lighter or darker color. Add some really beautiful furniture pieces and get some flowers and things to put on it and you will be good to go!
