Since you asked, I think you should leave the chair rail and white lower walls. Then remove the wallpaper or cover it with a good primer. Then paint it your favorite color in the whole world. Or paint a darker shade of your favorite color on the bottom and the lighter on top. 😇

It is what you prefer. Chair rails are nice, but they tend to make a room look smaller. I prefer one clean wall myself, but do as you like
