It depends on if you want a shine or not. Before painting you will need to prep the dresser first. If it is stained you need to sand it down before applying paint.

I like a satin finish myself, it wears better and is easier to clean.
Prep is your best bet. Then, use a good sealer before painting if it was a dark color or stained. I sand before painting, even with chalk paint. You'll get a nicer finish. I like water based Kilz for sealer and either a good quality latex paint or chalk paint. I like the Waverly chalk paint you buy at Walmart.

I think that chalk paint is the best paint for redoing, upcycling or repurposing old dressers. It is very forgiving and you do not have to prime before painting,if you do not want to. I think you will find it to be the best choice and just remember, you may want to protect you're finished project,with a sealer... Like polyurethane in matte or glossy, or some wax. As far as polyurethane, as a sealer/protectant...I prefer Matte... as it keeps the look of the chalk paint closer to it's original intention. I hope this helps.
