What is the best way to prep a painted patio to repaint?

Sweep the area or wipe it down with a dry cloth, depending on the orientation of the surface. Now you're ready to start painting. Use a paintbrush to apply an initial coat of paving paint (or porch-and-floor enamel) over the perimeter of the area.

Start with a good powerwashing, unless your patio paint is chipping or peeling. When the powerwashing is completely dry, you can start to paint. Paints come in many colors, so pick a color that will have some contrast to the color of your house, and that goes with your patio furniture. You can roll this with a roller and a handle. You can unscrew the handle from a broom, and attach it to the roller. Pick a paint that is weather proof, and I'd roll it twice.
