Is the entire patio painted? or is it just a spill? If it's the entire patio, you may have to sand blast it. If it is just a spill, you can try mineral spirits, goo gone or a number of other commercial products made for paint removal.
Powerwash and see what that does. Then lightly sand the rest of the paint off. Grinding is too harsh! Then properly prep and use the correct paint.
power wash or soda blast it. We are a concrete flatwork contractor and those are the 2 ways we get sealers & paints off of concrete. Be careful with power washing, as you can etch the concrete if you stay in 1 spot too long. Hope this helps.

Hi Carol, I would pressure wash to remove any loose or peeling paint, then prime the slab with a good concrete primer and repaint.
