I would remove the wallpaper border. Moisture in the paint may soften the adhesive on the back of the border and cause bubbles or peeling.

To remove your border, use a wallpaper etching tool to score openings in the paper. Spray with a fine mist of water until saturated and then scrape off. Make sure you get all the adhesive off the wall before painting.

ALWAYS remove any border or wallpaper before continuing with a re-do...it can be a daunting experience, depending on type of wallpaper, (vinyl, cloth backed vinyl, paper, vinyl coated paper, grass cloth, etc.,) used initially, whether the wall was primed prior to installation of the wallpaper, the type of adhesive used, how long it has been up, etc. There are many variables but it has to be done. Many vinyls or cloth backed vinyl can be striped down by beginning at the bottom of the wall, work loose a small corner on either side and gently tug on the vinyl working toward the top of the wall. As you go up the wall watch to see if sheet rock (dry wall) is releasing with the wall paper. If possible, you want to avoid these places as much as possible. Other types of wallpaper can require different methods of removal. After removal of all the paper, any possible bare spots in the top sheet of dry wall will need to be filled with dry wall compound using standard methods. After that has been done appropriately, clean walls thoroughly with a mild solution of water and a small amount of dish detergent and a sponge. It is then best to prime the wall and continue with replacing the new wall covering. All the suggestions above apply to removal and replacement of borders.

t's really better to removed it before painting. Otherwise you'll still likely see the outline of the wallpaper, even after it's painted. Hot water sprayed onto the boarder and then scraped off is usually enough to remove it.

You should remove the wallpaper border. Painting over it will almost certainly cause it to bubble, peel or lift. If it was a self stick product simply dampening it with water may cause it to peel away easily. Try in an inconspicuous spot first.

If you paint over a border you will have a funny looking line But you can put a thin or any width or thick trim board on line and paint it the same color or axcent color. Looks fantastic like you preplanned it
