Whats the best way to prep a basement wall for painting?

I’ve scraped the walls and then painted and next year they are peeling again.

    it sounds like a water problem. I am assuming you are painting either block or concrete. If you are, the walls need to be sealed Prior to painting again.

    Why are they peeling? That needs to be answered first. Is there moisture seeping behind the walls? That would create peeling paint. After that is rectified, the wall needs to prepped: scraped and sanded where it was peeling. Then primed and repainted.

    Start with going to a Homedepot or Lowe's and ask them. I believe you need a sealer for the concrete. I, also think you need to prep it first before the sealer. You'll find that they are experts in this area. Go to the paint department.
