I've covered one with cloth, but, never painted one. It might make the shade too opaque. However, if that won't be a problem, use a spray paint meant for adhering to plastic.
Just painted a plastic shade the other day! I used acrylic paint....wait 24 hours before applying the second coat. The Americana brand of paint is available at Michael’s and Jo Ann Fabrics and covers really well and can be used on different surfaces of shades. Good luck!

Do you mean it is a plastic lampshade? Use a spray paint specifically for plastic.
