Yes, you can paint linoleum floors. Just make sure it is super clean and fill in any holes or cracks before you start. Use a good primer and look for paint designed for floors. Ask at your paint center what is the best to use. Then comes the fun part of making it look fabulous! Here are a few ideas:

If it's linoleum you need to scrub it with - believe or not - window cleaner. I had pros put new linoleum down and they first cleaned it with windex and told me that's the only way to remove the coating on linoleum that makes it shiny. Then anything will adhear to it. But I would suggest a boat or outdoor paint, something that can take wear and tear and still be mopped.
I painted the linoleum in my bathroom from a brown to an aqua blue with primer and porch paint without any texture. 2 coats of primer and 2 coats of paint. Then stenciled it and sealed with poly crystal clear. It was easy and the actual work not time consuming just the waiting for the paint to dry between coats and the sealer to dry between the several coats. Has held up beautifully and it has been 2 years. Good luck.
TSP is what you should wipe your floor with before painting - works wayyyy better than window cleaner, cheaper too. They make latex floor paint now, easy peasy. 25 yrs ago before floor paint I used marine oil based paint to paint my floor - super durable and unaffected by liquids.
