Yes you can. But don't. There is paint from Rust-Oleum called "Tub and Tile Paint" and you certainly could try it but I just cannot imagine paint over ceramic holding up for an acceptable length of time under foot traffic.
Yes, You can use concrete paint. Takes a bit of prep but it works.
Yup the first thing that came to my mind too was Rustoleum's tub and tile paint product. Make sure and clean it really well before painting.
Floor tile needs to offer slip resistance... this idea sounds bad to me.
