Rustoleum makes a spray paint for vinyl.
The Rust-Oleum is called "Painter's Touch" and it is wonderful stuff compared with any other paint I've tried. That said, I would be wary of painting something that is very flexible. Make sure your surface is impeccably clean and keep the coat of paint as thin as you can to accomplish the appearance you want.
You can buy spray paints that are made for just that purpose. Rust-Oleum is one manufacturer who produces it.
