Depending on how deep the scratches are, I think I would still give it a sanding. The scratches may just absorb the stain more than the rest of the table and really show up!
It will color the scratches but not fill them. I personally would give it a fast sand.
It is always best to sand before painting so that the paint adheres well and the color of the paint to be it's truest. Sand, primer, paint but you don't have to in order have a satisfactory look especially for short term use.
Carole is correct. You are staining and not painting. The scratches will absorb more stain than the surrounding wood and show up darker. You need to sand the top to remove the scratches. If you were painting with paint then just a light sanding, prime, then paint. The primer would fill in the scratches.
Would be best if you did just to smooth so paint will adhere
