Marianne yes you need to scrape the paint otherwise when you paint over it it's just going to peel
Absolutely! Otherwise, the differences in height will look awful and you'll waste your time, due to the inevitable failure of you paint o adhere, long term.
yes need to remove any loose peeling paint or new paint will never stick you don't "need" to remove it all it will look bumpy but it's up to you how finished you need/want it to be.
