We always roughly sand them and wipe them down to help the new paint adhere to the cabinet and not peel off.
If you have raw untreated wood, then yes use Primer first, Then use an undercoat (Gives more dense coverage of colour) then topcoat that gives richness to colour...
You should lightly sand them, then prime, and paint. You need something for the paint to grip on to. You can paint latex directly over them, but it will chip off faster.
