If so, what steps and products did you use? I have 50% of the rooms on our house covered with wallpaper and just can't bear the thought of starting to remove it - and it's all ugly!

Removing the wallpaper is the best option. The moisture in the paint can make the wallpaper bubble and break down the adhesive.

I had non-strippable wallpaper in my master that had high and low spots in the design. I was not aware that there was a negative side to painting over it so just did it. Never had a problem. I think it depends on how much paste was used initially to the paper and not soaking the paper with paint.

Also it is best to prime coat first.

If the wallpaper is in good condition and not torn or ripped, use an oil-based primer first. It will not look like it has covered the wallpaper, but it is only to be a bonding primer and to seal the wallpaper from the water in latex paint. Then just use your chosen latex paint to paint over it all.

Use primer before painting. You don't need to use oil based paint.
